He was born in Konya in 1971. He completed his undergraduate education at Ankara University, Faculty of Political Sciences, Department of Finance.
In 1997, he started his public service as the Deputy Inspector of the Prime Ministry and served as the Inspector of the Prime Ministry and the Chief Inspector of the Prime Ministry. Within the scope of his duty as an Inspector of the Prime Ministry, he served as the Coordinator of the Executive Board of Coordination with the European Union Anti-Corruption Unit (OLAF) and Increasing Transparency and Strengthening the Fight against Corruption in Turkey.
Between January 2008 and December 2009, he received his master’s degree at the Faculty of Public and Environmental Administration at Indiana University in the USA. Between January 2011 and May 2016, he served as the Deputy Director General of Personnel and Principles of the Prime Ministry and between May 2016 and September 2018, he served as the General Manager of Legislation Development and Publication of the Prime Ministry. Abdullah ÇİFTÇİ, who has been working as the Counselor of the Ministry of Energy and Natural Resources since September 2018, was appointed as a Member of the Presidential State of Emergency Procedures Investigation Commission between January 2019 and January 2023.
As of September 15, 2023, he has been serving as the General Manager and Deputy Chairman of the Board of Directors of Turkish Coal Enterprises.
